Mission

Stop the silent-failure pattern: the system already saw the danger, and the loop still opened.

The Clause

No alarm dismissed. No test cancelled. No escalation stalled. No failure hidden.

The Emmy Clause is the name of that constraint. It is a promise made by the founder and then built as architecture so the promise does not depend on who is in the room.

Custody of the sealed core, accuracy of the public record, and placement into environments where a missed signal is irreversible. The system is designed to remain safe if the founder is absent. Sheriff and Amy are sufficient.

What we will not do

No probabilistic core

The guardian does not learn by rewriting its own rules at runtime.

No profiling

Civilian behavior modeling is environmental only. Identity, intent, and biometrics are out of scope.

No standing emergency

Outbreak containment has a radius, a clock, and a log. Fear is not a sensor.

No replacement of people

Clinicians and operators stay responsible. Brad-Core keeps their required path from disappearing.
